I would say SAITAMA wins this.
We have seen that goku is supremely strong, we have seen that he has many transformations, we know that he can shoot Ki blasts and such but that is not enough to best saitama. Never mind the obvious shouting and screaming to gain power, goku cant still beat saitama. saitama is not known to have been bested by any foe, his limit has not yet been signified meaning his strength has no limit. The most annoying thing is that people try to give saitama a limit forgetting that those time he was hit, he was just entirely bored.
In the Manga of one punch man it is seen that saitama has even defeated a four dimensional god. Without so much as a sweat. The four dimensional being he fought even had the ability to reverse time itself and tried it against saitama but saitama simply ran faster than time itself.
Its pretty obvious that goku wouldn't stand a chance against saitama.
